For the class of 2009, the program was piloted at
For the Class of 2010, the scholarship was offered to all
graduates of Cody and Douglass, and a limited number of scholarships (2 per
school) were offered for Cass Tech, Central, Pershing and Trombly.
For the Class of 2011 and forward, the scholarship will be
offered to all graduates of all DPS high schools who meet our
eligibility criteria:
1. Apply by 12/1/2010 or December 1 of their 9th grade year
2. Reside in
3. Enroll in DPS from application date through graduation
date
4. Complete FAFSA during senior year
5. Send us a completed Scholarship acceptance form and
financial aid letter from the college they are attending, preferably by June 1
For 2009, 144 (68.9%) of Cody graduates applied for the
program (see Table 1 below). Of these 144 students, only 17 completed the
additional paperwork (step 5 above) that would qualify them for the
scholarship. It is unclear why so many
students did not take this additional step.
All were personally contacted by telephone and mail, and numerous emails
and school contacts were made. Possible
reasons include (a) unwilling or unable to complete the FAFSA form, (b)
attending a school that was private or out of state, and so not eligible for
the scholarship, (c) lack of parental oversight to make sure the forms are completed,
and (d) lack of confidence that the scholarship would be awarded.

For 2010, the program may show improved rates of students
competing the final steps because (a) we have a track record (albeit only one
year), (b) we have an in school liaison that can assist students, (c) we are
awarding gifts to all students who complete the final steps, even if the
students attend a school that is not eligible for the scholarship, (d) we have
been sending monthly emails to DPS staff, students and parents about the
necessary steps, (e) the DPS community, including administrators, teachers,
parents and students, are now more familiar with the process, and can assist
each other.
For 2010, we expanded the program to 6 DPS high
schools. Overall, we have 242
applicants, up from 144 in 2009 (see Table 2).
Although the overall application rate of 21.8% is less than the 69.8%
rate in 2009, the breakdown by school shows a high application rate continues
at Cody with 144 seniors (49.5%). The
percentage is based on the number of seniors.
Since some of them will likely not graduate this year, the actual
percentage based on the number of graduates
will likely increase. For the other
schools, this was their pilot year, and we did not have the intense recruitment
efforts that we had in 2009 at Cody, which likely accounts for the lower
application rates.
